The Challenge
In 2024, the Alberta North Central Alliance (ANCA) set out to identify strategic tourism opportunities to strengthen economic diversification across north central Alberta. Spanning nine municipalities and Indigenous communities across more than 55,000 km², the region faced the challenge of advancing tourism in a coordinated and sustainable way.
ANCA recognized the need to better understand its existing tourism assets, address infrastructure and service gaps, and support the growth of Indigenous cultural tourism. The goal of the Tourism Opportunity Assessment was to evaluate current conditions and define a clear path forward, one that would drive sustainable growth, attract investment, and foster regional collaboration. Central to this effort was ensuring that future tourism development reflects local priorities, cultural strengths, and evolving market trends.
Our Approach
To support ANCA, Ballad conducted a comprehensive analysis of the region’s tourism landscape, visitor demographics, and competitive positioning. This included a detailed tourism asset inventory, visitor and stakeholder surveys, a regional SWOT analysis, and a review of tourism trends at both the provincial and national levels.
Engagement was a core component of the approach. Ballad worked closely with tourism operators and Indigenous partners to gather insights on visitor needs, market gaps, and opportunities to expand nature-based, recreation-based, and cultural tourism experiences. This ensured that the work was grounded in both data and lived experience, with particular attention to strengthening partnerships with organizations such as Indigenous Tourism Alberta and Travel Alberta.
Building on this foundation, Ballad developed a Tourism Opportunity Assessment with clear, actionable priorities. These included recommendations for product development, marketing, advocacy, and investment, supported by a phased implementation roadmap. Together, this work provides ANCA with the tools and direction needed to build tourism capacity, attract investment, strengthen rural economies, and showcase the region’s cultural and natural assets to new audiences.
